NOTICE OF RACE

2006 International OK Dinghy Australian - Interdominion
and
World Championships Regatta

6th February 2006-17 February 2006

 

To be hosted by Belmont 16ft Sailing Club Lake Macquarie NSW Australia.

The organising authority is Belmont 16ft Sailing Club Ltd on behalf of the International OK Association of NSW Inc and in conjunction with Yachting NSW Inc and the International OK Association of Australia Inc.


1 Rules

1.1 The regatta will be governed by:
(a) The International Sailing Federation Racing Rules of Sailing (RRS) 2005-2008.
(b) The Prescriptions and Special Regulations of Yachting Australia (YA) Addendum "A" Part 2 (Off the beach boats), which will apply to the Australian-Interdominion & World Championships.
(c) The current rules and interpretations of the International OK class Association (OKDIA)
(d) This notice of race.
(e) The Sailing Instructions except where any of these are altered by this Notice of Race or the Sailing Instructions.

1.2 Penalties

RRS 44.2 will apply to the Australian-Interdominion and World Championships.

2 Advertising

2.1 Competitors may be required to display/attach Series or Event sponsors name(s) logo(s) to their sails and or hulls and bow numbers the organizing authority will supply these items and they shall be affixed and/or worn as prescribed in the Sailing Instructions.

2.2 The regatta is classified as a category C event in accordance with RRS 79 and ISAF Regulation 20, Advertising Code.


3 Eligibility and Conditions of Entry

3.1 Entries will only be accepted through National OK Dinghy Associations accompanied by the entry form and payment.
3.2 A competitor shall be a member of a National Authority recognized by ISAF or a member of one of its affiliated organizations.
3.3 Completed International entry forms from their National International OK Dingy Association should be sent together to the Secretary by post to the address listed below or email okworldsinoz@iprimus.com.au
3.4 Entries will not be accepted until payment has been received.
3.5 Entry forms must be signed by the competitor and in the case of juniors by the parent or guardian.
3.6 Completed forms shall be received at the entry address no later than 18.00 hrs on 30th November 2005 confirming that the required fee has been paid (refer fees) Entries may be accepted after the 30th November 2005 at the discretion of the organizing authority, but will be subject to a 50% late entry supplement.
3.7 Only Australian resident nationals are eligible to be awarded the Australian Championship title.
3.8 Only Australian and New Zealand nationals are eligible to be awarded the Interdominion Championship title.
3.9 Only current financial members of their relevant International OK Class Association shall be eligible to enter the regatta, and shall comply with ISAF Regulation 19, Eligibility Code.
3.10 The helmsperson named on the boats entry form shall be the same for all races.
3.11 All boats entering the regatta shall be International OK Dinghy's that are currently registered with their National OK Dinghy Association. Chartered boats shall be eligible to compete provided details are included with their entry form. All Australian competitors shall be "silver members" of Yachting Australia.

4 Fees and Bank Account details

4.1 Entry fees are stated in Australian Dollars AUD
4.2 Entry fee for the Australian and Interdominion Championships AUD150.00
4.3 Entry fee for the World Championship AUD350.00
4.4 Entry fee for the Australian/Interdominion and World Championships AUD500.00 without bank charges and fees.

Ten Races are scheduled:
Five Races shall be completed to constitute a World Championship.


6 Measurement

Each boat shall have a valid measurement certificate available for verification of measurement in accordance with RRS 78. Any dispensation on production of a measurement certificate when so requested shall be in accordance with RRS 78.2.
Measurement in accordance with the class rules will be carried out as per the event schedule.
Measurement checks and inspections may be carried out at any time. A boat notified of inspection shall follow the instructions of the Measurement Committee.


7 Sailing Instructions

The Sailing Instructions and entry form will be available on the Australian OK Dinghy web site www.ok.yachting.org.au and the official event website www.okworlds2006.sydney.net
They will also be available at registration on the 6th February 2006.

8 Racing Area

The racing area will be on the waters of Lake Macquarie in the vicinity of the Belmont 16ft Sailing Club.

9 The Course

9.1 The courses for the Australian and Interdominion Championships will be triangle sausage triangle beat to finish angles will be 45:90: 45 degrees.

9.2 The course for the world championship will be a triangle, a sausage and a beat to finish with angles of 45:90:45 degrees


10 Scoring

The low point scoring system, Appendix A.4.1 will apply.

Four races are required to be completed to award the Australian and Interdominion Championships.
Five races are required to be completed to award the World Championship.

11 Decisions of the Jury

An International Jury will be appointed for the World Championships in accordance with RRS Appendix N and its decisions will be final and not subject to appeal (RRS 70.4)

12 Support Boats

Team managers, Coaches and other support personnel shall keep at least 100m clear of the course area during racing except when asked to assist by the race committee.
All support and coach boats shall display an identification flag (white with black letters 600mmx600mm) bearing the three-letter code of the competitor's nation they are supporting.

13 Radio Communications

A boat shall neither make nor receive a radio transmission not available to all boats. The restriction also applies to mobile telephones .The use of all electronic devices is forbidden.


14 Rights to use Names and Likeness

In participating in the championships, a competitor automatically grants to the organizing Authority and the sponsors of the event the right, in perpetuity, to make use, and show from time to time and at their discretion any motion picture, still pictures and live, taped or film television and any other such reproductions of him /her during the period of the competition for the said event in which the competitor participates and in all material related to said event without compensation.

15 Entry Disclaimer

It is the competitor's decision whether to enter an event or to start and continue in any race.
Competitors shall acknowledge that their participation in an event is at their exclusive risk in every respect. Refer RRS Fundamental Rule 4 Decision to Race.
The organizing authority and the host sailing club, their officers members servants and agents accept no liability in respect of loss of life, personal injury or loss or damage to property which may be sustained by reason of their participation or intended participation in an event or how so ever arising in connection with an event.

16 Insurance

All boats competing in the championships shall have third party insurance cover of not less than AUD 5,000,000 or equivalent there of in any other currency for any accident.
All owners /competitors who sign the entry form are deemed by doing so to have made a declaration that they hold such cover.
Competitors may be required to produce evidence of such insurance and any competitor not holding this cover shall immediately withdraw their entry.

17 Buoyancy

All competitors shall wear personal flotation devices at all times whilst racing, The devices should be in good condition and in accordance with the current specifications issued or approved by a National Authority affiliated to the International Sailing Federation or a Standards Organization or certification authority recognized for that purpose.
