The organising authority for this regatta is Belmont 16ft Sailing
Club Ltd in conjunction with Yachting NSW Inc. and the International
OK Association of NSW Inc. on behalf of the International OK Association
of Australia Inc.
SAILING INSTRUCTIONS
1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing
Rules of Sailing.
1.2 Yachting Australia (YA) Special Regulations, Part 2 (Off the Beach
Boats) will apply to all boats.
1.3 Advertising:
(a) The Organising Authority may require boats to display event sponsors
advertising in accordance with ISAF Regulation 20.3. (d). (i). When
advertising is supplied, it shall be affixed as follows:
Boats: shall affix a sticker (which may incorporate a bow number and
which may not be reduced in size) on each side of the hull, parallel
to the deck with:
(i) the forward edge between 200 & 250 mm from the bow of the
boat.
(ii) the top edge no further than 75mm from the deck of the boat.
All stickers will be available at Race Office
Failure to correctly affix and maintain the stickers may result in
disqualification of the boat after protest.
1.4 If there is a conflict between languages the English
text will take precedence.
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board
located at the Race Office, located to the west of and adjoining the
main rigging area.
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 1000hrs
on the day it will take effect, except that any change to the schedule
of races will be posted by 2000hrs on the day before it will take
effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed between 0800hrs and 2000hrs
from the flagpole located on the southern end of the rescue boat and
amenities shed to the east and adjacent to the main rigging area.
4.2 When flag AP is displayed ashore, '1 minute' is replaced with
'not less than 30 minutes' in Race Signals - AP.

On any race day numeral pennant 2 will be displayed on the finish
boat to indicate a second race is to be sailed on that day.
On any race day numeral pennant 3 will be displayed on the finish
boat to indicate a third race is to be sailed on that day.
On the last day of the Regatta no warning signal will
be made after 1600 hrs.
6 CLASS FLAG
Class flag will be The International OK Dinghy Class Flag
7 RACING AREA
The racing area will be on the waters of Lake Macquarie in the vicinity
of the Belmont 16ft Sailing Club.
8 THE COURSE
8.1 The diagram in Attachment "A" shows the course, including
the approximate angles between legs, the order in which marks are
to be passed, and the side on which each mark is to be left. The approximate
course length will be set to give a course time of approximately 70
minutes for the leading boat.
8.2 No later than the warning signal, the race committee signal boat
may display the approximate compass bearing of the first leg.
9 MARKS
9.1 Marks 1, 2 and 3 Green Inflatable buoys.
9.2 Change of Course Mark will be a red buoy with yellow stripes.
9.3 The starting and finishing mark will be the Race Committee signal
vessel.
9.4 The starting pin end mark will be a Race Committee vessel.
A clearance or crowding mark may be used and shall be considered part
of the starting vessel for the purposes of the racing rules and the
subsequent penalties for touching a start mark.
9.5 The finishing pin end mark will be an orange stick buoy with a
blue flag.
10 THE START
10.1 The starting line will be between staffs displaying orange flags
on the starting marks.
10.2 A boat starting later than ten (10) minutes after her starting
signal will be scored Did Not Start. This changes rule A4.
11 CHANGE OF THE NEXT LEG OF THE COURSE
To change the next leg of the course, the race committee will lay
a new mark (or move the finishing line) and remove the original mark
as soon as practicable. The change will be signalled before the leading
boat has begun the leg, although the new mark may not yet be in position.
Any mark to be rounded after rounding the new mark may be relocated
without further signalling to maintain the course configuration. When
in a subsequent change a new mark is replaced, it will be replaced
by an original mark.
12 THE FINISH
The finishing line will be between a staff displaying a blue flag
on the Race Committee signal vessel at the Starboard end and the port
end finishing mark.
13 PENALTY SYSTEM
A boat that has taken a penalty or retired under rule 31.2 or 44.1
shall complete an acknowledgment form at the race office within the
protest time limit.
14 TIME LIMITS

14.2 Boats failing to finish within 20 minutes after
the first boat sails the course and finishes will be scored Did Not
Finish. This changes rules 35 and A4.
15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Protest forms are available at the race office. Protests shall
be delivered there within the protest time limit.
15.2 The protest time limit is 90 minutes after the last boat has
finished the last race of the day. The same time limit applies to
protests by the race committee and protest committee about incidents
they observe in the racing area and to requests for redress. This
changes rules 61.3 and 62.2.
15.3 Notices will be posted within 45 minutes of the protest time
limit to inform competitors of hearings in which they are parties
or named as witnesses. Hearings will be held in the protest room,
beginning at the time indicated on the official notice board.
15.4 Notices of protests by the race committee or protest committee
will be posted to inform boats under rule 61.1(b).
15.5 Breaches of instructions 13, 17, 18.2, 21 and 22 will not be
grounds for a protest by a boat. This changes rule 60.1(a). Penalties
for these breaches may be less than disqualification if the protest
committee so decides.
15.7 On the last day of the regatta a request for reopening a hearing
shall be delivered:
(a) within the protest time limit if the party requesting reopening
was informed of the decision on the previous day;
(b) no later than 30 minutes after the party requesting reopening
was informed of the decision on that day.
This changes rule 66.
16 SCORING
16.1 Seven races are scheduled of which four races are required to
be completed to constitute the championships.
16.2 When four or more races have been completed, a boat's series
score will be the total of her race scores excluding her worst score.
17 SAFETY REGULATIONS
17.1 ID Tags will be issued to all competitors stating their Name
and Country of Origin.
These tags will be placed by each competitor on a specified board
in the vicinity of Race Office prior to leaving the beach for the
commencement of the first race of that day.
The tags will be retrieved from the board by the competitors within
10 minutes of arriving back at the rigging area at the end of the
days racing.
These tags are required to be worn by competitors at all other times
whilst on the club grounds to identify you as a participant in the
regatta.
17.2 A boat that retires from a race shall notify the race committee
as soon as possible.
17.3 Personal Flotation Devices:
All competitors shall wear whilst racing, personal flotation devices
which are in good condition and in accordance with the specifications
issued or approved by a national authority affiliated to the International
Sailing Federation, or a standards organisation, or certification
authority, recognised for the purpose by its respective government.
Attention is drawn to Fundamental Rule 1.2
18 REPLACEMENT OF CREW OR EQUIPMENT
18.1 Substitution of damaged or lost equipment will not be allowed
unless approved by the race committee. Requests for substitution shall
be made to the committee at the first reasonable opportunity.
19 EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with
the class rules and sailing instructions. On the water, a boat can
be instructed by a race committee measurer to proceed immediately
to a designated area for inspection.
20 OFFICIAL BOATS
Official boats will be displaying the Belmont 16 ft sailing club burgee.
21 SUPPORT BOATS
Team leaders, coaches and other support personnel shall stay 100metres
outside areas where boats are racing from the time of the preparatory
signal for the start until all boats have finished except when asked
to assist by the race committee or the race committee signals a postponement,
general recall or abandonment.
22 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive
radio communications not available to all boats. This restriction
also applies to mobile telephones.
23 PRIZES
Prizes will be awarded as detailed in the NOR. Additional prises may
be awarded at the discretion of the organising authority:
24 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk.
See rule 4, Decision to Race. The organizing authority and the host
sailing club, their officers, members, servants and agents accept
no responsibility in respect of loss of life, personal injury or loss
or damage to property which may be sustained by reason of their participation
or intended participation in the event or howsoever arising in connection
with the event.
25 INSURANCE
All boats competing in the OK Dinghy Australia - Interdominion Championship
Regatta shall have third party insurance cover of not less than AUD$1,000,000
(Recommended AUD $5,000,000) or equivalent thereof in any other currency
for any accident.
All competitors who have signed the entry form are deemed to have
made a declaration that they hold such cover.
Competitors may be required to produce evidence of such insurance
and any competitor not holding this cover shall withdraw their entry
